RICHMOND — The East Bay has emerged as a key battleground in the rent control debate, and the level of spending in the run-up to the election reflects it, as proponents and opponents alike fight to set the tone for future legislation in cities across the state.

So far, the exact estate industry has spent about $360,000 in opposition to Richmond’s Measure L and Alameda’s Measures L1 and M1 — more than triple the amount spent supporting such initiatives.

Residents of Burlingame, Mountain View and San Mateo will also vote on rent control measures Tuesday. (And, in Oakland, Measure JJ would make existing rent control laws stricter.)
